Should a leader be an effective manager as well? Give logical reasoning to support your view

According to my opinion a manager is be a good leader but a leader cant be a good manager.becasue manager can lead the employees and fulfill all the administration related tasks.
But the leader can only provide vision and cant manage office tasks and difficulties.
Reasons:
I am a government employee and i have an incharge in my office which has a managerial skills and he manage the office as well as he can
and i can say that he is manager and a good leader and under his leadership we work without any tension He always encourage us and help us in any difficulty.
Similarly Imran Khan is a leader which provide us a vision for our nation and generation. He is a leader but cant be a manager,
A leader can provide vision but cant manage office works.
In any organization there must be a leader and manager and both are compulsory. Like in administration there are all members are leaders.
Which provide vision to employees but cant manage them in line staffing. Administration can give order and manager fulfill the order.
